It is one of the TIM (Thermal Interface Material) that is inserted between components to efficiently dissipate the heat inside electronic equipment. It is generally used by inserting it between a heat generating element such as an IC (integrated circuit) and a heat dissipating component such as a heat spreader or heat sink.
